No. Kubo has never stated that he hates Hisagi. Why didn't Shuhei Hisagi use his Bankai during the Thousand-Year Blood War manga?
Pacing constraints in the final manga arc prevented several secondary characters from demonstrating their newly achieved releases. More importantly, Kubo intentionally reserved Hisagi's Bankai for the post-war story. This allowed author Ryohgo Narita and Kubo to use the reveal of *Fushi no Kojyo* as the narrative and thematic climax of the novel trilogy *Can't Fear Your Own World*.
Is Shuhei Hisagi weak compared to other Gotei 13 Lieutenants?
Not at all. Hisagi is comfortably among the upper tier of Lieutenants in raw combat ability. He mastered advanced Kidō without incantations, killed an Arrancar Fracción in single combat, survived direct engagements with Sternritter, and successfully achieved Bankai, a feat accomplished by only a tiny fraction of Shinigami in Soul Society history.
